Fly-tippers fined across South Norfolk and Broadland

South Norfolk and Broadland District Councils have taken firm action against fly-tipping, issuing Fixed Penalty Notices (FPNs) totalling nearly £1,000 in response to three separate incidents across the districts.

Broadland District Council’s Cabinet Member for Environmental Excellence, Cllr Jan Davis, said:

“We’re committed to keeping our district clean and safe. These fines send a clear message: whether you’re a business, a resident, or a waste carrier, you have a responsibility to dispose of waste lawfully. We urge everyone to stay vigilant and report suspicious activity.”

In Broadland, a man was paid by bereaved family members to clear a flat in Norwich. Instead of disposing of the items responsibly, he fly-tipped them in Weston-Longville. He was issued a £320 FPN.

In another case, a Norwich business was approached by individuals offering to remove their commercial waste. The business paid for the service, but the waste was later found fly-tipped in Intwood, South Norfolk. The business owners failed to meet their legal duty of care by not retaining the required waste transfer documentation and were issued a £300 FPN.

In Drayton Lane, Horsford, a Norwich resident hired a legitimate waste carrier to dispose of household waste. Despite appearing reputable, the carrier fly-tipped the waste and was issued a £320 FPN.

South Norfolk Council’s Cabinet Member for the Environment, Cllr Keith Kiddie, said:

“Fly-tipping is not only illegal, it’s deeply disrespectful to our communities and environment. These cases show how important it is to check that waste carriers are properly licensed. We will continue to take robust action against offenders.”

The councils remind residents and businesses that when paying for waste removal, they must exercise their duty of care by:

• Ensuring the waste carrier is licensed (check via the Environment Agency’s register)
• Taking the carrier’s contact details
• Recording the vehicle registration
• Requesting and retaining a waste transfer note
